Towards a Modern Takaful Data Platform
A practitioner's perspective on cloud-native architecture, AI activation, and the future of Islamic insurance data infrastructure.
Overview
The Malaysian takaful industry sits at an inflection point. Core systems are mature, participant bases are growing, and regulatory expectations under BNM's Risk Management in Technology (RMiT) framework are rising. Yet the data infrastructure underpinning most operators remains fragmented, opaque, and operationally constrained.
This document outlines a practitioner's vision for a modern takaful data platform : one built for speed, transparency, regulatory alignment, and genuine AI readiness.
The Problem
Most takaful operators today operate with:
- Monolithic core systems (policy administration, claims, contributions, tabarru' fund management) that are too brittle to extend directly
- Data pipelines built which reactively designed to satisfy reporting obligations rather than generate insight
- No clear separation between operational data, analytical data, and AI-ready data
- Hidden infrastructure costs with no transparent allocation model
- Integration blueprints that exist informally, if at all
The result is slow time-to-market for new products, limited AI adoption, and a data function that is perpetually in catch-up mode.
The Vision
A modern takaful data platform is built on four principles:
1. Microservice Architecture Around the Core
The core system is not the enemy it never was it is the source of truth. The goal is not to replace it but to wrap it intelligently. A microservice layer exposes discrete capabilities within the key policy events, claims status, contribution history, fund movements via well-defined APIs. This decouples the analytical and AI workloads from the operational core, reducing blast radius and enabling independent scaling.
2. Selective Cloud Adoption for Speed and AI Activation
Not everything belongs in the cloud we understood that and under BNM RMiT, not everything can be. But non-sensitive analytical workloads, ML pipelines, and AI inferencing absolutely do. Cloud adoption is not a binary decision; it is a deliberate placement strategy. The principle is simple: put in cloud what cloud does better, keep on-premise what regulation or risk profile demands.
Cloud enables: - Faster time-to-market for new data products and takaful offerings - Elastic compute for batch processing and model training - Managed AI/ML services without infrastructure overhead - Consumption-based cost models that scale with actual usage
3. Transparent Cost Management
One of the most persistent blockers to cloud adoption in FSI is cost anxiety — often rooted in the opacity of traditional on-premise infrastructure costs. Cloud, done properly, does the opposite: it makes costs visible, attributable, and governable. Reserved instance planning, consumption budgets, resource tagging by domain : these are tools for reducing cost ambiguity, not creating it.
A mature takaful data platform should be able to answer: what does it cost to run claims analytics this month, and was it worth it?
4. Clear Integration Blueprint
Every data movement should be intentional, documented, and auditable. This means:
- A canonical integration layer between the core system and the analytical platform
- Event-driven ingestion where possible, batch where necessary
- Data contracts between producing and consuming systems
- Lineage tracked from source to report to model
Without this, governance is retrofitted and compliance is reactive.

A properly built data platform unlocks AI workloads that are genuinely material to the takaful business:
